Community Relations
Use of Students
Students will be
permitted and encouraged to participate in the collection and dissemination of
information about the school, or in fund-raising activities for school-approved
projects, when participation is consistent with the educational programs of the
school.
The involvement of
students enrolled in the school in promoting the interests of any commercial,
political, or other non-school agency, individual, or organization is expressly
prohibited as a school-based or school-sponsored activity.
Final determinations
regarding the use of students shall be made by the superintendent of schools.

Use of Students
The distribution of
materials through students which promotes the interests of any commercial,
political or other non-school, agency, individual or organization is expressly
prohibited. This prohibition shall include sending fliers home with students,
making announcements at school through school communications systems, allowing
a speaker or spokesman visit with students or other manner of promoting
commercial, political or other non-school, agency, individual or organization.
The Superintendent or
building Principals may, however, announce verbally or in written form about
community activities involving youth as long as that announcement is prepared
by the Superintendent or building Principal and involves an activity for youth.
Written announcements shall carry a disclaimer statement indicating that the
activity is not sponsored or endorsed by the school district but that the
district is merely distributing the information as a courtesy and public
service to parents and children. Community events for youth may also be posted
provided that the activity is supervised by adults and is not an illegal
activity. All posting of community events shall be approved by the building
Principal or Superintendent and shall contain a disclaimer that the activity is
not a school sponsored activity.
The Superintendent or
building Principal may use or distribute educational materials which contain
advertising as long as the primary intent of the distribution is to promote an
educational objective. Educational materials shall not be distributed which
require a student to purchase a product in order to take advantage of the
material or which contains advertising that in the Superintendent's or building
Principal's opinion is not in the best interests of youth.
Nothing in this policy
shall prohibit the district or its employees from:
a) providing students with a free product as a prize or
reward or in order to assist in meeting educational objectives,
b) participating in political activities, having
political speakers or engaging in a discussion of political activities as a
part of social studies class or other class when the activity is a part of the
educational objective,
c) promoting a product in order to raise funds for a class or
organization or as a part of an educational objective in a business class or
club,
d) providing students an opportunity to purchase school
mementos such as pictures, rings and graduation announcements.
