Citizens Advisory
Committees
The board president or
the board may appoint citizens advisory committees; such committees are
temporary committees and shall be appointed as deemed necessary. Citizens’
advisory committees shall serve at the pleasure of the board president or a
majority of the board, but shall not serve beyond the date of the annual
meeting except when reappointed. Citizens’ advisory committees shall be
considered dissolved upon submission of a final report. (See 8140 and 9140)
The superintendent shall
have supervisory responsibilities for approval of the use of citizens
advisory committees and individual citizens when such use is initiated by
employees of the school district. The superintendent shall inform the board of
the approval of any citizens advisory committee formed to work with district
employees and shall describe committee membership, purposes and
accomplishments.
Advisory committees may
be appointed when there is a definite function to be performed, and this
function should be indicated to the committee in writing when it is appointed.
Advisory committees
should be appointed primarily as fact-finding groups and to advise the board.
Advisory committees
should not be appointed to advise on matters requiring
decision by the board unless adequate time is available for a thorough study by
the committee.
The board will seek the
advice of the superintendent before establishing or dissolving any advisory
committee.
