Superintendent of Schools Job Description

C.        FLSA Status: 

 

            1.         Professional exemption:  The employee has a primary duty of performing work requiring knowledge of an advanced type in a field of science or learning customarily acquired by a prolonged course of specialized intellectual instruction and study or has a primary duty of teaching, tutoring, instructing, or lecturing in the activity of imparting knowledge and is employed and engaged in this activity as a teacher.

 

            2.         Executive exemption:  The primary duty of the employee is the management of a department or subdivision.  The employee customarily and regularly directs the work of two or more other employees and has authority to hire or fire other employees or the employee’s recommendations as to hiring, firing, promotion or other change of status of other employees are given particular weight.

 

3.         Administrative exemption:  The employee has the primary duty of performing office or non-manual work directly related to the management general business operations of the school district.  The employee customarily and regularly exercise discretion and independent judgment or has a primary duty of performing administrative functions directly related to academic instruction or training in the school district or a department or subdivision.

 

D.        Education Level and Certification:     Specialist or six-year certificate required.  .  Must possess a Nebraska Administrative and Supervisory Certificate at all times during employment with such endorsements as required by NDE Rule 10.

I.          Job Tasks:

 

1.                  Attends, participates in all meetings of the Board of Education and its committees, except when own employment or salary is under consideration

 

2.                  Serves as ex officio member of all Board of Education committees and assigns administrative personnel to support committee activities when necessary

 

3.                  Administers as chief school executive officer, the development and maintenance of a positive educational program designed to meet the needs of all students of the community and to carry out the policies of the Board of Education

 

4.                  Advises the Board of Education on the need for new or revised policies and ensures through delegation to staff that all policies of the Board of Education are implemented

 

5.                  Prepares and submits to the Board of Education recommendations relative to all matters requiring Board of Education action, placing before the Board such necessary and helpful facts, information, and reports as are needed to ensure the making of informed decisions

 

6.                  Acts on own discretion if emergency action is necessary in any matter not covered by Board policy, reports such action to the Board as soon as practicable, and recommends policy in order to provide guidance in the future

 

7.                  Informs and advises the Board about the programs, practices and challenges of the schools, and keeps the Board informed of the activities operating under the Board’s authority

 

8.                  Supervises the implementation of all laws, regulations, and Board policies

 

9.                  Establishes procedures to ensure all administrative decisions necessary to the proper function of the school district are made.

 

10.              Provides a leadership structure to ensure rules and instructions to school employees and students are in compliance with Board policy

 

11.              Delegates at own discretion to other employees the exercise of any powers or the discharge of any duties with the knowledge that the delegation of power or duty does not relieve the superintendent of final responsibility for the action taken under such delegation

 

12.              Formulates school objectives, policies, plans, and programs; prepares (or causes to be prepared) and presents facts and explanations necessary to assist the Board of Education in its duty of legislation for the schools

 

13.              Conducts a periodic audit of the total school program, and advises the Board of Education on recommendations for the educational advancement of the schools

 

14.              Recommends to the Board of Education for its adoption all courses of study, curriculum guides, and major changes in texts to be used in the schools

 

15.              Delegates the timely revisions of all curriculum guides and courses of study

 

16.              Prescribes rules for the classification and advancement of students, and for the transfer of students from one building to another in accordance with published policies

 

17.              Communicates directly or through delegation all actions of the Board relating to personnel matters to all employees and receives from employees communications to be made to the Board of Education

 

18.              Advises Board on staff negotiations with professional and nonprofessional personnel

 

19.              Secures and nominates for employment the best qualified and most competent persons for positions, as may be necessary within the limits of budgetary provisions

 

20.              Assigns and transfers employees as the interest of the district may dictate and reports such action to the Board for information and record

 

21.              Holds such meetings of teachers and other employees as necessary for the discussion of matters concerning the improvement and welfare of the schools

 

22.              Supervises methods of teaching, supervision, and administration in effect in the schools

 

23.              Approves leave schedules for salaried district employees under direct supervision

 

24.              Takes appropriate disciplinary actions with employees and reports, as necessary, to the Board

 

25.              Recommends to the Board for final action the promotion, salary changes, demotion, or dismissal of any employee

 

26.              Submits to the Board explanation of any proposed procedure that would involve either departure from established policy or the expenditure of substantial sums

 

27.              Directs the preparation of the annual budget for adoption by the Board of Education and administers the budget as enacted by the Board, acting at all times in accordance with legal requirements and adopted Board policies

 

28.              Establishes and maintains efficient procedures and effective controls for all expenditures of school funds in accordance with the adopted budget including procedures for the purchase of books, materials, and supplies

 

29.              Provides suitable instructions and regulations for staff to govern the use and care of school properties

 

30.              Recommends to the Board of Education sales of all property no longer required by the Board and delegates the proper execution of such sales through staff and legal advisors

 

31.              Maintains directly or through delegation such personnel records, pupil accounting records, business records, and other records that are required by law and by Board policy

 

32.              Ensures that all reports required by statute or regulation are filed by the district

 

33.              Recommends the establishment or alteration of attendance boundaries for all schools in the interest of good administration of the instructional program and approves special transfer of students within the district and recommends to the Board action on the transfer into the district of students requesting transfer into the school district

 

34.              Makes recommendations with reference to the location and size of new school sites and of additions to existing sites; the location and size of new buildings on school sites; the plans for new school buildings; all appropriations for sites and building; and improvements, alterations, and changes in the buildings and equipment of the district

 

35.              Represents or delegates a representative for the district in its dealing with other school systems, institutions, agencies, and community organizations

 

36.              Attends such conventions and conferences as are necessary to keep abreast of latest educational trends

 

37.              Confers periodically with professional and lay groups concerning the school program and transmits to the Board suggestions gained from such conferences

 

38.              Represents the schools before the public and establishes and maintains a program of public relations to keep the public well-informed of the activities and needs of the school district, effecting a wholesome and cooperative working relationship between the district and the community

 

39.              Keeps the public informed about modern educational practices, educational trends, and the policies, practices, and problems in the district

 

40.              Performs such other tasks as may, from time to time, be assigned by the Board of Education.

O.      Continuing Contract Law:       Employment with the School District is subject to the rights and responsibilities of the Nebraska Statutes. The terms of the employment agreement may not be modified except in a writing signed by the Superintendent of Schools and President of the Board of Education.

 

P.       Essential Functions:  The essential functions of the Superintendent of Schools Principal position include (1) regular, dependable attendance on the job; (2) the ability to perform the identified tasks and to possess and utilize the identified knowledge, skills, and abilities and to perform the identified work activities; and, (3) the ability to perform the following identified physical requirements:
