Guides Miscellaneous Expenditures
The
Ashland-Greenwood Public Schools will comply with the Local Government
Miscellaneous Expenditure Act regarding expenditures for members of its Board
of Education, employees and volunteers incurred while attending educational
workshops, conferences, training programs, official functions, hearings, or
meetings both inside and outside of the school district. The Board of Education
hereby authorizes attendance by employees or volunteers at these types of
events provided; the event has been approved in advance by the Superintendent
or his or her designee.
The Board
of Education also authorize individual board members to be reimbursed for
expenses incurred while attending official board meetings, committee meetings
of the board, meetings requiring the attendance of a board member to represent
the school district in an official capacity, meetings and conferences sponsored
by the Nebraska Association of School Boards or the National School Boards
Association or other meetings, conference, workshops, functions, hearings
approved in advance by the Board of Education.
Board
members, employees or volunteers who participate in such activities may be
reimbursed for registration fees, tuition costs, fees or charges. Board
members, employees or volunteers who participate in such activities may also be
reimbursed for travel at the mileage rate authorized by the Department of
Administrative Services for the state of
Board
members, employees or volunteers may be reimbursed for meals and lodging
provided a fully itemized claim is submitted substantiating the reimbursement.
The Superintendent may authorize in special situations the use of the federal
Internal Revenue Service table for reimbursement of expenses for meals and
lodging. The Board shall expressly approve these expenditures through the
process of approving the claim for the expenditures.
The Board
of Education authorizes the expenditures of district funds for the provision of
nonalcoholic beverages and cookies or amenities provided to individuals
attending public meetings of the governing body. The Board of Education
authorizes the expenditure of funds for beverages and meals for volunteers
following their participation in a special activity at the request of the
district including but not limited to activities such as flood clean-up, mowing
or picking up litter, removing graffiti, removing snow, participating on a special
school committee whose meeting extends through the typical mealtime period.
The Board
of Education also authorizes one recognition dinner each year for board
members, employees or volunteers with a maximum cost not to exceed $25 per
dinner. Dinners shall not be provided to spouses unless the spouse is a board
member, employee or volunteer. The Superintendent at his or her discretion may
hold more than one recognition dinner as long as no single board member,
volunteer or employee participates in more than one.
The Board
of Education also authorizes the purchase of recognition certificates, plaques,
or items of value provided that no single individual be presented with plaques,
certificates or items of value which have a value in excess of $100.
Nothing in
this policy shall be construed to limit, restrict, or prohibit the
Ashland-Greenwood Public Schools to make any other expenditures
which may be authorized by statute.
