Promotion and
Retention
Judgments about promotion
from grade level to grade level, completion of a class or Course of study,
accelerated placement or retention of a student at a grade level are the
professional prerogative of the professional employees of the school district.
Any pupil or the parents
or guardians of any pupil shall have the right to a review of decisions made
about promotion or retention of the pupil, in accordance with board policy (cf.
1312).
Standards for promotion
and retention of pupils shall be stated in the handbook prepared by each
principal for the attendance center or centers supervised by the principal;
rules and regulations or standards for promotion and retention shall be
reviewed and approved by the superintendent and the board as part of the annual
review of student handbooks specified by board policy (5100).
It is the intent of the
board that decisions about promotion and retention should be based on pupil
progress, including completion of a prescribed course of study by students who
are classified as having special needs; in all decisions about promotion or
retention, the welfare and development of the pupil shall be the paramount
concern of professional employees.
