Crisis Management Plan

 

 

            The Board of Education and administration of the Ashland-Greenwood Public Schools acknowledges the necessity to prepare a Crisis Management Plan in the event that a crisis should occur.   Our children have a basic need for security and safety.  Any event that threatens that feeling of safety and security will be considered a crisis.  There are unlimited possibilities for crisis situations that could impact the district.   Those include, but, may not be limited to the following situations:  suicide, death, acts of violence, trauma, natural disaster, and accident.

 

            It is the intent of the Crisis Management Plan to develop and implement:

 

-                      administrative commitment to support the effort of allocating staff time, resources, and leadership;

 

-                      designation of responsible parties.  Appropriate staff must be given the directive and resources to take action.  Clear responsibilities and reporting lines will be spelled out; and

 

-                      plan for all staff in-service education.  It is imperative that all staff, including clerical, food service, and maintenance understand the goal of the plan, and learn prevention strategies.

 

            The superintendent or his or her designee shall be the district-wide crisis management coordinator.  The crisis management coordinator will appoint building-level teams, coordinate in-service for teams and all staff, develop plans and job responsibilities and serve as liaison between central office and staff.

Crisis Management

 

Crisis Plan

 

 

            The Crisis Plan will be managed by a Crisis Team composed of Superintendent, Principals, Principals’ Secretaries, Counselors, School Nurse, Designated Public Information Officer and SCIP Team Leaders.

 

Events Prior to a Crisis

 

            The Superintendent will be responsible to see that the Crisis Team receives training.

 

            The Principal will be responsible to see that the staff is in-serviced relative to:

a)       identifying potential situations;

b)       providing staff with principles of psychological first aid to help students cope;

c)       identifying and discussing confidentiality;

d)       identifying ways to identify suicidal students.

 

The Principal will review with Law Enforcement the building layout and determine ways to cordon off parts of the school.

           

The Principal will develop a relationship with police; determining when to call and what type of assistance to provide when they arrive.

           

The Principal will review the crisis plan with local law enforcement.

           

The Principal will plan and practice various evacuation plans with student and staff.

 

The School Nurse will identify and prepare a list of personnel with CPR and/or first aid training.

           

The Nurse will review crisis plan with local medical personnel.

 

The Nurse will identify building layout and building entrances for rescue squad personnel.

 

The Nurse will identify areas for treatment of injured students and/or staff.

 

The Principal’s Secretary will develop a team of individuals to make and answer telephone calls and will brief them on approaches to use.

 

The Secretary will develop a plan of notification in case of bus accidents in coordination with the transportation supervisor.

 

The SCIP team leader will develop a team to control crowds of students or public.

 

 

During a Crisis

 

            During a crisis the following steps should be taken:

 

1)       A crisis situation will be identified by the Superintendent of Principal.

2)       When necessary the building Principal and his/her designee will contact local law enforcement and/or emergency personnel.

3)       The crisis team will be notified of a crisis by the building Principal or Superintendent.  Absent crisis team members will have alternates to respond.

4)       In the event of an incident at the school necessitating restriction of movement, the Principal will secure building by announcing that the school will be practicing their civil defense and crisis preparedness.  Staff will close and lock classroom doors and will maintain students in the room until further announcement.  Events where the building movement may need to be restricted could include but may not be limited to: a serious injury to staff or student(s) or presence of a threatening individual in the building.

5)       If necessary, the building Principal will ask the building head custodian to secure all the entrances by locking and/or barring the doors.

6)       The building Principal’s Secretary will secure all phone lines placing all phone lines on hold until all necessary out-going calls have been made.  At least one telephone line out will be maintained until the crisis is adverted.

7)       Building Principal will identify students who may be affected by crisis once building is secure and ask them to report to the counselor’s office.

8)       If necessary, the school nurse will establish medical treatment area and assess severity of situations and apply medical skills.  The nurse will call on and utilize trained staff as necessary.

9)       The building Principal’s Secretary will contact families and hospitals as necessary along with a team of staff members designated by him or her.

10)    The building Principal’s Secretary will discourage parents from coming to pick their child up at school.  If it is necessary to allow, explain procedure for picking up child.

 

The following events will also be considered in the event of a crisis:

a)       The building Principal should conduct after school or before school a meeting with staff to debrief regarding incident describing the nature of the incident and reviewing crisis policy and procedures.

b)       In the case of a student death, the counselor should coordinate with parents, clergy and funeral home for memorial and funeral services, offer assistance, and determine what the family would like to have shared with the students and staff regarding the death.

c)       Upon the conclusion of the immediate threat or danger, the designated Public Information Officer shall make statements to press regarding incident and indicate school procedures.  The local press should be notified while other press will be provided statements upon request.

d)       The SCIP team leader should initiate a team to control crowds of students or public when necessary.

e)       At the direction of the building Principal, the SCIP team leader may release students as directed recording the student’s name, who picked the student up, and what time they left.

f)         The SCIP team should communicate concisely to students what is happening as soon as possible in age appropriate terms

 

 

 

 

 

After a Crisis

 

A)      The Public Information Officer will update news media as necessary.

B)      The Principal will update staff as necessary

C)      The School Nurse and Principal will follow-up with family/hospital as conditions merit and update crisis team members.

D)      The Counselor, Secretary and Principal shall assist district in maintaining confidentiality.

E)      The Counselor shall monitor student adjustment and provide long term counseling follow-up to those who need it.

F)       The Counselor shall be aware of stressful times such as anniversary dates or birthdays of deceased students.

G)      The Principal shall guide students to appropriate memorials.

H)      The Counselor and Principal shall remove belongings of deceased student and rearrange classrooms.  The Counselor shall deliver the belongings to the family.

I)         After crisis subsides, the Superintendent shall have a crisis team debriefing to review strengths and weaknesses of plan and recommendations for changes.
