Internal Board Policies

 

Purpose and Role of the Board

 

Responsibilities of the board of education shall be the following:

 

1. Provide for a school system and establish general policies in keeping with its interpretation of the wishes of the community and the requirements of the law.

 

2. Select a superintendent and support a superintendent in the effective and efficient discharge of the duties of the office.

 

3. Employ school personnel only upon recommendation of the superintendent or principal.

 

4. Annually elect officers of the board and appoint auxiliary personnel deemed necessary (board secretary, treasurer and attorney).

 

5. Consider and act on the annual operating budget prepared by the superintendent and the superintendent's staff.

 

6. Consider and act on policies for the school program. Any policy change proposed by the board, other school personnel or the general public shall be submitted to the superintendent for the superintendent's consideration and recommendation.

 

7. Set salary schedules in cooperation with the superintendent and the superintendent's staff.

 

8. Require and evaluate the reports of the superintendent

 

9. Confer with the superintendent and the superintendent's staff about their recommendations for the school.

 

10. Represent needs of the school before city and state authorities as well as the general public.

 

11. Adopt rules and regulations in cooperation with the superintendent to provide for government of the school system.

 

12. Consider and act on claims for expenditure of funds. Consider and act on textbooks and courses of study selected and recommended by the superintendent and the superintendent's staff.

 

13.  Consider and act on textbooks and courses of study selected and recommended by the superintendent and the superintendent’s staff.

 

14. Refer parent and lay criticism and suggestions to the appropriate administrative personnel.

 

15. Continuously evaluate the effectiveness of its policies and the manner in which they are executed by the school staff.

 

16. Distinguish between selfish, uninformed criticism and genuine helpful criticism.

 

17. Act as a body of final appeal for staff members and patrons on matters properly appealable from the orders or decisions of the superintendent.

18. Perform specific duties imposed upon the board by Nebraska statutes.

 

19. Participate in local, state and national organizations for school board members.

 

20. Be responsible for interpretation of the school district's programs and actions to the community.

 

21. Cooperate with other governmental bodies and agencies.

 

22. Cooperate with professional and educational organizations.

 

23. Establish procedures for, and follow those procedures in, evaluation of the performance of the superintendent.
