Internal Board Policies

 

Procedures During Meetings

 

 

In the absence of the president and vice president at any meeting the secretary shall serve as president pro tem.  In the absence of the executive secretary at any meeting, the presiding officer shall choose an executive secretary pro tem.

 

Any action taken on any question or motion duly moved and seconded shall be by roll call vote of the board in open session, and the record shall state how each member voted or if the member was absent or not voting. Roll call votes shall be taken in alphabetical of the last names of the board members, but successively and consecutively rotated in such order from meeting to meeting to permit each member the opportunity and right, periodically, to vote first.

 

The vote to elect leadership within the board shall be taken by secret ballot.

 

During meetings of the Board, if an agenda item requires more than 30 minutes of discussion and debate, the presiding officer shall request, at the end of 30 minutes, a vote on the motion unless the agenda item lacks a mover in which case the item shall be declared tabled.

 

When a motion has been carried in the affirmative or negative, it shall be in order for any member who voted on the side which prevailed to move reconsideration thereof at the same meeting or at a subsequent meeting of the board.

 

The Board shall annually prepare and distribute to the public information regarding board meeting procedures.
